I have the honor to state
that I have understood from Sir Robert Herbert that you are willing to release me from
my consent to your gratifying proposal that I should resume the Government of Hongkong (which I had resigned in the previous November after a continuous Colonial Service of thirty-two (32) years) after the sudden and lamented death of the late Sir George Bowen, who had been named as my successor in that Colony for reasons connected with health and other arrangements.
